You do not need to be a French citizen to buy a PCS card.

The PCS card is available to all residents of the European Union who are of legal age and have a valid ID.

Accepted IDs are:

• European national identity cards
• Passports of all nationalities
• Residence permits
• French driving licenses

Please note that expired identity documents as well as residence permit application receipts and asylum seeker certificates are not accepted.
