My payment was declined but my card was charged, why?

This means that the transaction in question has been the subject of what is called a payment authorization request.
This authorization request is made by the merchant. This allows the merchant to verify that the card has sufficient funds available if needed.

For example, when a car rental company takes the imprint of your card as a deposit.
PCS has authorized this transaction, but the merchant has not yet indicated whether or not they are taking the money. To take the example of car rental, if you damage the car or don't fill up the tank when you return, the car rental company will keep the amount deducted.

Without a response from them, PCS will automatically release the amount charged after 10 days (after the transaction date).
